The UCI technical committee has been the bane of pro cycling since, well, forever. At the rate they restrict innovation  the UCI should just issue every racer the same bucket helmet, same clunker steel bike, and same shoes, shirt & chamois at the start of every UCI-approved race.

Endura’s Surface Silicone Topography technology got the kibosh by the UCI at the Vuelta a España in 2015. Endura enlisted the ultimate UCI aero regulation bad boy, Graeme Obree to go through some history on the whims of UCI banning. Given the chance, I’m pretty sure the UCI would’ve just banned Obree from the sport altogether.
